As soon as your site is available on the Internet, you can submit it to Google here at www.google.com/addurl.html

I think they have a better chance of finding you if you have the right meta tags in your html <head> code. That's how it used to be, a few years ago.

Just as a side note, be sure to advertise your website and get people to link to you. These links from other websites count as "votes" for your website. Essentially, the greater the number of other sites that link to your website, the higher your website will appear in the search results.
