Adding Index Page

I was just wondering as yesterday I added my Index page under the Public folder and I tried opening the index in my browser, i go the 404 error instead. Well I have a mybb forum and to access that you have to do .com/forum/upload for me so does this mean that if I want to add a homepage I have to make my own folder called Index then put the index file under that?

You need to upload index.html (it shouldn't have a capital i), to the folder public_html.

As for your forum, you've uploaded the whole hierarchy from how it was downloaded to your computer. If you go to the upload folder on your computer and only upload the files and folders you see there to the public_html folder or another one where you want your forum to be located then that will sort your forum link out.
