no, you don't only pages publicly viewable to ALL of the public (basically your forum index and the topics and all that..)

I believe the rule is you must have them in all pages that the public can see. To clarify, that is meaning if JUST you have access to the administration panel, then no, you do not need the ads. But, if there is more than just you who has access to it, then yes, you will need the ads on it. I would say "no" in this case.
