Is there a way to take all the registered users from one old forum and install them on a new forum. Both forums are running the exact same versions and both have a database if that helps any and its php

Yes , you need to use PHPMyAdmin for that. I forgot about PHPBB (long time since I used it)..Does it has an export function , if yes. Everything should be "okay" !
