Allowed or not?

I was wondering if it is permitted to create a section where when a user registers and has enough points in my forum they can then upload pictures to store. Sort of like an imageshack etc. But you have to be active in my community to be able to do this. And they have a limit of about 5MB of storage, and I have control over this. Is this allowed or not? If not, is it allowed to have users upload anything at all?

As long as your site is NOT striclty an upload site than this is fine. Upload sites are not allowed.
