An IP for MySQL is blocked

I'm installing phpBB2 Plus on another web server because the ACP doesn't work on mine (xunreal.elementfx.com). And I put it on install and put in all the correct info and it doesn't work :S
Maybe someone could unblock 213.171.218.54 from the IP blocked list (had this problem before).
This may have been blocked because I put the wrong password in all the time :blushing:


P.S, the web server is Windows, this the problem???

because it is, the MySQL server is not accepting the IP.

It's not blocked... make sure you add the server under access hosts in MySQL in cPanel.
