anonimous ftp

there is the folder public_ftp, but how do I make it accessible to everybody?
when I just try to access the server by ftp without logging in with my account I get the message

220-This is a private system - No anonymous login

so, how to access the public ftp folder or in case it's not possible yet, how to activate that possibility?

I don't believe it's actually possible to enable public ftp as it'd be a security hazard, given that this is free hosting.

Besides that, you're responsible for everything on your account. Everything, including that which is uploaded by someone else. So how bad would it be if someone decided your public ftp was a good spot to upload some warez?

There is also the fact that the FTP server is already relatively slow when managing only the web admins, if you add in all of those site's users you would bring the servers down or else have painfully slow FTP.
