Apache HTTP on Lotus is so unreliable

Is there a specific reason that the Apache HTTP on Lotus
is so unreliable. It's gone beyond a joke with the service up and down so often. There has to be a serious issue with this server. Granted it's FREE but FREE nothing is still nothing. It does not inspire any confidence in paying for this service. Will there be any resolution to the Apache HTTP

Offline issue as it only seems to be getting worse.
