Are we allowed to host a proxy for personal use?

I want to create a proxy and i have the scripts and want to make it able to stream on youtube. the guys are using up the bandwidth of other proxies so i want to create my own. Are we allowed to create a anonymous proxy here and if so can you guys assist me in creating one
