it says my ip has already aplyed today, i last aplyed 3 months ago n got it ever since!

Signups are down, your old application is probably still in the system from 3 months ago.

They're re-coding the admin backend for the hosting, and until that's up and running it'd be dang nigh impossible to make new accounts quick enough.
