You're not doing a very good job of making a first impression. It's very obvious with over 28,000 members here and no one else complaining of your problem that you must be doing something wrong.

Why don't you give us more information in detail so we can actually help you instead of just complaining and jumping to conclusions?

I have completed the whole sign-up process, but when i received the final instructions for completing registration, i follow the link and i receive same error every time.So does that help?

I receive confirmation link,i click on it or copy it in address bar and i receive same error.
So do you know what else could be the problem,i appreciate all the help that you can provide.

Also why is problem to accept passwords with @$!% symbols, i mean that would make password stronger?

AFAIK it would confuse the server. So having those characters in a password isn't a good idea.
