Blueprints?? QUESTION...Hosting

I have come across sooo many problems with my construction company to obtain plans for projects up for bid and such.

The reason I am making this post is this:

I want to start a new online based business, that I want hosted in my paid x10hosting account.

The company will enable construction project managers, or companies, any organization existent, to make an account, and thus leave their blueprints up to be downloaded on the site. There they are given a specific members only access to construction information....

Is it okay for me to create a site, where my construction company, as well as all the other ones out there can go and have their files up for download, up for discussions and bidding?

I know file hosting is not allowed in free accounts, but is it allowed if I upgrade my account to paid dedicated server specifically for my new company? It isn't solely a "have your projects uploaded, ready to download kind of thing, but a "I'm a contractor, I want to view the plans and submit an online bid through x (my site).) For project x held by organization Z.

If you are on paid shared hosting then this could potentially be treading close to the line with the file hosting. However, if you have a VPS or higher then you are free to put whatever you desire on it (bar a couple of small restrictions).

If I already have a paid account and paid for it for 3 years in advance...can I change it to a VPS? and pay the difference all at once, or have it paid for x period, (the left over period from the 3 years paid in advance) then can I start the monthly payments again?

...I was looking at the VPS hosting account terms of service and such...

And was interested in a dedicated VPS Server.

No limits on the amount of sites I can have?
No sql database limits? as well as the size of a sql database, as long as my plan has that amount of space available?


I CAN, have blueprints/pdf documents hosted on my site? Without a result in suspension.

I read that we receive 1 SSL certificate?

I can offer hosting services to others?...as long as it is not free hosting?

No restrictions on gambling sites?
Or games of chance? As long as pertaining within US Law?

I know it may be too much questions, but any information is helpful.
