I am on free hosting. Are we allowed to install Perl scripts on free hosting or do I need to upgrade to have that feature? If I can install them, can someone give me instructions on how to install them? BTW, the script I would like to install is Koha Integrated Library System.

No, any script that requires shell/root access to the server, or custom software running on the server, would not be allowed in Free Hosting as we do not give out this access. Your only safe bet for being able to install that package is to purchase a VPS or dedicated server, where you have full access to the server -- see our x10VPS offerings for more details and pricing information on that.
