Yes... MS Office 2007 can be used for making webpages...

although I do not recommend it, its rubbish but it does work...

I recommend MS Expression Web or Adobe Dreamweaver

I also agree with toonshorty, the code generated by ms publisher is horrid and primitive, Adobe Dreamweaver its not that hard to use and there is plenty of tutorials online on how to used it, you web page will look heaps better in the long run
