It's opening fine here.
Try opening cPanel inside of another browser if you are still unable to open it. Additionally, you can try the unsecured address for cPanel of http://stoli.x10hosting.com:2082/
Keep in mind, if the server is under a heavy load cPanel after a log in may take a minute to load up completely.
