can not upload index.php

help me please..
i try to upload index.php over the ftp using smart ftp, i dont no where i place it in www folder,,
and my web dosn't change with the new one
can somebody tell me why???
so please help me,,cause i'm newbie

Your account is suspended, that's why you can't login to cPanel or FTP.
