can not upload

i can not upload and it says maximum file size allowed for upload -4.99

where are you trying to upload it from.

i go to cPanel, then file manager, then webroot public, then i click upload and browse from my computer. i have html web pages i already made with netscape composer. i know the web pages i made work i just can not get them to upload. i already have them at fortune city i am just trying to get an adfree site
