Can somone fix my cgi-bin?

Dear Corey or admin or someone that cann help,

I have a file under public html called test.cgi : http://www.ultimatevelocity.net/test.cgi. It works. I have exact same file under public_html/cgi-bin and http://www.ultimatevelocity.net/cgi-bin/test.cgi file not found. The cgi-bin isnt even found.
