It doesn't work in Opera either. In IE, it looks a bit wierd... the link doesn't work and it's hidden behind the banner. I would take a screenshot but you just deleted the test page...

If you used the code and did not just make a link then yes it is fine But it could be a litte more in the middle of that red bar.
