Ok, this happened to me yesterday also.
The clock time was the same too. Can't specify the exact time when this happens. Around midday CET, and propably will go away around 4PM - 5PM. I was able to access the site with ninjaproxy. So the server is ok. The firewall rule seems bit strict.
The thing is that my ip address has not really changed since yesterday or last week. It seems to stay quite static for longer times.
The problem really came after server change. Which was nice thing. I'm not gonna go away from X10hosting by any means. This place is excellent and the service that you offer is excellent.
