Cannot Access Server through Filezilla

Hello,

I am trying to upload new files for my website using Filezilla. I cannot seem to connect to the server. I get this message:
Connecting to 31.170.166.170:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server
Status: Waiting to retry...
Status: Resolving address of ftp.arsfilmproductions.tk
Status: Connecting to 31.170.166.170:21...

Can someone please help me with this problem.
