Cannot create account

hello i cannot create an account, the message say that my provider is blocked, i am from spain, using Movistar as the provider

Your current IP doesn't show you as being from Spain, which is likely part of the problem. Are you using a VPN or proxy?

I think @Livewire only checked the IP that was stored within the OP.
I wouldn't put out your IP like that, it's best to send it directly to a staff member of any kind here (yes, that includes the abuse compliance officer and volunteers).
