Cannot use FTP

Hi. I have entered all settings as per cPanel into FileZilla in order to use FTP, but even though I have dosabled both windows firewall and my router frewal, how come I still cannot connect? Thanks.

I think the server is down all the time. Yesterday was an exception for a few hours. Today I can't access the server with Filezilla.
