When I Go On The Cpanel Url (lotus.x10hosting.com/cpanel) It Will Not Work
Same With My Site (fog.x10hosting.com) Will Not Work
Will Someone Plz Help Me

Try http://lotus.x10hosting.com:2082 . See if that works
I was able to access your website with no problems. May have been a temporary issue. You could try clearing browser cache and see if that helps any.

I can access your website and cPanel without any problem. can you please try different browser?
Also try opening your website through proxy i.e http://hidemyass.com
