can't access cPanel

I just registered about 2 hours ago...
Although The server is reported as up and running both on the account page, and in the forum thread related to that issue (well except for https, but that shouldn't affect the cpanel), I can't seem to enter it. I get a connection timeout.

Now, I've seen this issue is quite frequent on this forum, yesterday it seems it was down as well, but later it was reported as functional. Is it just me, or is this an issue for everybody?

And, most importantly, a reliability question: does this frequently happen? Is the server often down? I'd hate to have to go through this every time I wish to upload my future page...

BTW, a newbie question: Now that I have an account, in how much time must I have a webpage on? I'm stil working on it, and I would rather not upload anything until it is fully finished (about a week or so), or maybe just a test page. Is that ok?

If it is relevant to my questions, I am registered on the free hosting server, with the advanced plan.

Sorry, I solved the issue.
It was my firewall that was blocking it, your server seems to work ok.
I still have much to learn...

The other question still remains thow: When must I upload the website? Can I upload it after 1-2 weeks? Or must it be up sooner?

You must have at least a index page with advertisement ( if you are required to have ads ) posted within ( I believe ) a week of signing up. You can then work on your website ... but at least get an index page up that says "Under Construction" or something with the proper ads.
