cant access webmail and send mails

hi support , : i cant access my email webmail using horde and i cant send emails using squirrelmail
i got this error when i use squirrelmail to sen email :

Message not sent. Server replied:
Connection refused
111 Can't open SMTP stream.

i hope it will be ok asap
