can't delete files

Hi, I have been trying to delete some files from my public_html, but they keep coming back, I have tried changing the permissions of public_html and also a number of other things suggested on this forum but nothing has worked so far.

Try renaming the files and then delete them, if its possible.Otherwise just post here so moderators can help you.

I renamed the administrator file administrator1, it still comes back,
the files I want to remove are:
administrator1
cache
components
images
includes
language
media
modules
templates.
