Can't delete my files

I can't delete my files! I tried using File manager, FTP, but it doesn't work. Whenever I delete it, when I refresh it, the file appears again.

Do you want to delete all files and folders in public_html?
if no, provide the list of files and folders that you want to delete and i will delete it.
