Can't make my webpage public

Hi I'm having some trouble, I'm trying to upload a webpage using FTP (using filezilla) I by mistake deleted my directory folders, I have recreated a folder named public_htm and moved all the webpage files to this folder , still getting error 404 on my domain.
Can you help?

The folder should be named "public_html"; anyway, you will probably need to have your entire site reset by an Account Manager; you would have deleted some vital base files from your web directory, when your deleted public_html.

Thanks Synkc , I tried changing folder name from htm to html without change ( (well errror 403 istead of 404)
How do I go about having my account re set if thats whats needed?

Check your CHMOD settings..
There should be an option in you FTP client to CHMOD files, check that the index file,
or any other file that your site uses, has public read access.. That's probably the problem.. ;)

OK Thanks alexphpbb.
I changed the public attributes for the folder to 'read' ( what does execute mean?) Now I can see the file directory at my domain , but not the webpage?
I still be doing somthing wrong?

Try to change your web-page file name to "index.htm", that should do the trick. ;)

Tried that also tried changing the folder name to public_htm with no differance.

It's still Index.htm you need to make the I lowercase on that.
