I been try to check every day this site to register a free web hosting but

it is always says:

"Due to continued abuse from your country of origin we have currently disabled signups. Please try back at a later date."

who can i register?

No need to do that.The country origin etc., are policy decisions from the x10 administration.
As the policy decisions are made by Admins after well thought discussions,they are not changed for a single person.So wait for a while and if the policy changes , it will be posted on the forums.
Keep looking.
