cant send emails via php and smtp service

im having a little problem regarding sending emails via php it gives me an error (Warning: mail() has been disabled for security reasons in /home/ginkyo/public_html/mail.php on line 12) even whend i use webmail (Failed to send data [SMTP: Invalid response code received from server (code: 550, response: Administrative prohibition)])

according to the posts in this forum i have to upgrade my php version to intermediate version to support the mail() function .... and i did, but even doing that, it gives me the same error...
