Cant send mail in mail client

i am having issues sending emails in outlook 2007, and windows live mail...
the error states it failed to connect...
im dont my research on this forum and from what i know now

Exim is down and from the closed threads it seems its related to sending emails...

Exim is online and appears to be functioning correctly on your server.

Can you still not connect?

no it doesnt matter if its online or offline... i can reseave messages but not ever send them
