Cartoon work

Hello Everyone,
It's like this, I wanted a cartoon/avatar created for me and I was wondering if anyone here on x10 knows to draw and paint one. It should be something like the cartoon/avatar in the following link http://www.jasonboom.com/images/Boom_Character_Web.jpg. Anyone knows how to do it? If not, does anyone know of any such sites that create these things?

I knew that, like I said I need an avatar/cartoon like the one I've given in the first post. Check the link. Not exactly similar but an avatar nevertheless.
