cgi-bin problems

I am trying to run an openratings website http://openratings.sigkill.com

I have tried copying the openratings directory into my public_html folder, cgi-bin as well as scgi-bin and I still get error 500 when attempting to run http://ratings.x10hosting.com/openratings/index.cgi
