Completely disabling a website

Is there a way to completely disable my website. I'm currently being spammed by a couple of devoted fellows, and since my site needs upgrading it would be nice if I could bring my site down so that no one is able to access it. Alternately, I would like it so that all but one IP is able to reach the site.

Try using the following rules in a .htaccess file:

Deny from all

or, to allow access from only one IP address:

Allow from *ip.goes.here*

I forgot about the .htaccess file and took my domain offline. Messing with the .htaccess is much easier.
