configuration php.ini and mailing list

first of all thx for hosting my website for free..it helps during developing
my question is :
if i upgrade for a pay package (sorry if there are mistakes i am french lol)
- can i configure the php.ini so i can add extension like GDChart for example?
- my business is about a news paper that customers can download from my website after i send them an email with a link (plus news letters and email campaign) so can i send as many emails as i need (probably 3000 to 5000 a week) in a cron ?

1) You will need to purchase a VPS in order to configure php.ini
2) Make sure that the emails follow our AUP. I am unsure of the exact limits on premium, but I believe that 3000 to 5000 a week is within the limits.

thx Skizzerz even if i don't know what VPS means yet (i ll find out ).
And yes my emails will respect your AUP (professional emails)
