how can i connect to the sql server from a local client in my computer?

You can use phpMyAdmin in your cpanel

You can get mysql administrator / mysql query browser. You can create db's in cPanel, and make sure that under access you have put your ip address (If it changes you can just put % and it will allow any ip), bit of a security risk, but if you have strong passwords, it should be ok.
