connection refused

hey how are you guys
I have tried evrything.
Sometimes it says connection refused and it stops uploading ity just disconnects all the time, but anywyas i do not loose the que, and aslo it connects after few minutes, i meant it works after few minutes and does the same thing over again. I have port 21 and port 80 open, and unecessary ports closed
