Control Panel Access Denied?

Whilst trying to log in to the Control Panel, to upload more files to my website, I continually came across the following Error Message

Your connection to this server has been blocked in the firewall. You need to contact your hosting provider for further information.
Your blocked IP address is 212.183.134.66

Can anyone help me?

It seems that we can't access to cpanel now. When i go it just state broken link.
