Because other people in your country have abused the privilege and ruined it for you. As far as I know, the list of FTP-blocked countries is the same as the list of countries from which no new free hosting account sign-ups are allowed. You should still be able to use the cPanel file manager, and if you have a lot of small files to upload, you may find it easier to zip them and unzip on the server (subject to the max file size limit, of course).
