cPanel and Web Mail respond with "Internet Explorer cannot display the webpage"

At 11:00 a.m. Central Time (Chicago time)

When I tried to login to cPanel and Web Mail I received the following errors.

When I login to cPanel at
https://boru.x10hosting.com:2083/login/
I get back the following message:
Internet Explorer cannot display the webpage

When I login to Web Mail at
https://boru.x10hosting.com:2096/
I get back the following message:
Internet Explorer cannot display the webpage

The first and most important thing: Don't use IE, it is very well known for having a plethora of bugs and inconsistencies. Try another browser and see if the problem persists, if it doesn't then you know IE is your issue. There are plenty of great alternatives such as Firefox, Safari, Chrome, Opera etc.
