cPanel returns "Connection Timeout"

Hello.
I have a trouble:
trying to reach cpanel at lotus.x10hosting.com:2082 returns "Connection Timeout". "Login to cPanel" link in hosting account sends me to fris.x10hosting.com:2083, but it says "Login attempt failed"
How can i use cpanel?

You can change the password for cpanel at account panel http://x10hosting.com/control
