Well if you have away of doing this then please share it here so that others can stop asking this question. If the server is down there is no way that a user can see any thing other than a error message on the free acounts.
I would work around this with a redirect script to another hosting company and run a error/sorry message there. For this you would need space on a server that has no down time. Put the redirect there and point your domain there. Its an arseend way of doing it though.
