Create me a Wordpress theme (1500 points)

This is true, but its definatly a lot easier to find one on the net then building one.

However all that is require is a HTML template, split into header, content and footer, with all relevant HTML inserted into it.

i was trying do a theme for my WP but its useless.

all i can do is the design part, so you would need someone else to code it for you.
