Ok...ive been trying to plough on despite the server being particularly volatile, i was wondering whether this is common place and whether if i upgrade to payed service this will change, please advise as i am willing to upgrade to a paid service if that is what it takes to have my site up.

We are working on getting stoli to run better.
Recently it ran slow because our inactivity script was catching up on suspending accounts.
Paid is much better. There is very low downtime and the server is much faster since there are less accounts and no abusers.
