cURL Error

im a newb and im tring to use something i think is cURL. i get this error "Warning: curl_setopt()

[function.curl-setopt]: CURLOPT_FOLLOWLOCATION cannot be activated when in safe_mode or an open_basedir is set

or "PHP Warning: mkdir() [<a href='function.mkdir'>function.mkdir</a>]: Permission denied in /home/adminfan/public_html/---/---/config/makeleagueconfigs.php on line 185

It seems to be from open_basedir being on, which can't be deactivated as it's a security risk.
