Database user password issues

Haven't used this site in a few years. Still have all my old files, thought I'd just recreate my account and re-upload my files.

Got everything uploaded, found out I didn't save my databases correctly. Fortunately it's not a big site and didn't have any history worth mentioning, that's all on me anyway.

Remade the database, tried using my site, got a PHP error "Fatal error: Uncaught PDOException: SQLSTATE[28000] [1045] Access denied for user" (etc etc).
Thought maybe the password wasn't typed in correctly, so I tried resetting that in the "MySQL Databases" tool. It wouldn't reset, saying the old password was incorrect. OK, that makes sense and confirms I have the password wrong.
Tried deleting and recreating the db user, copy/pasted the new password when creating the user so I knew I had it correct. Got the same database error on my site.
Tried resetting the password in MySQL Databases, again it says the old password is incorrect.

Tried making a second database user with a different password, went straight to reset the password, again old password is incorrect.

I see some similar-but-not-obviously-related recent posts in the past few days, so I'll give it a day or two and try again in case there's some kind of server hiccup.
