Proxies are strictly prohibited in shared hosting. It is against the terms and conditions you agreed upon when you registered for a free hosting account. If a proxy server is found on your account, you will be suspended.

i see a no proxy statement in the 2 hosting ToS but not the Vps

I'm pretty sure you can do pretty much whatever you want with your VPS.

Proxies should be allowed with the VPSs as you get a dedicated IP address assigned to your account. For shared hosting, running proxies is not a good idea nor do many hosts even allow it.
