Do you have to put the 'this site uses cookies' on your website?

hello - I have a x10hosting free website. Increasingly I have been seeing on websites, the little pop-up that says "this site uses cookies, you must click OK to accept cookies on this website" - it sounds like its a legal thing so should I put something like that on my website?
