To answer the original question (on the remote chance that anybody ever actually bothers searching) Prime is hosted on the same servers as Free Hosting, so it will have the same server problems. The main feature of Prime membership is that it relives you of the need to log in to maintain an active account; the slightly increased resources available are just a bonus.
Illuminated and the Premium packages are hosted on separate, more lightly-loaded servers, and Premium has an SLA (service level agreement) with fast maintenance response. In other words, you get what you pay for; it costs money to provide better service and uptime.
